I was just perusing the rules section of the European Championships website, it states that juniors will be 17 and below during the tournament and 17 that year. The ITF rule book clearly states that a competitor will be 18 in the year of the tournament to qualify as a junior. This makes sense, as if the rules on the website are to be followed then a junior who turns 18 a few months before the event will be lumped in with seniors, which is a bit premature.

The rules have to be what the ITF has stipulated. It mignht be a typo error by the organizing committee. You might want to contact them and let them know.
I have consulted Master Wolf about this, (as we have a competitor who was 18 this year) and he has said to follow ITF competition rules, i.e anyone 18 this year will be juniors. He also said he will bring it up with Master Galarraga as soon as he gets the chance.
