when a event will be ITF Sanctioned and what does that mean exactly?

In order to have an event sanctioned by the ITF, the organisers must agree to meet the following criteria:

Tournaments
Full compliance with ITF Tournament rules.

Seminars
Conducted by one of the registered Masters in addition to the attendees applying for ITF Certification.

The above is just a brief summary, i would suggest that you contact ITF Administration directly if you require further clarification.
